THE CANADIAN SCANDALS.
Ottawa, September 17. Parliament has adopted the report of the majority of the committee upon the recent scandals. Sept. 18. It is believed that the Hon. H. Mercier, Premier of Quebec, will resign, owing to the disclosures in connection with the Baie Ohaleur railway scandal. The Government party are dismayed, and denounce Mr J. J. Abbott, Premier of the Dominion, for publishing Angel’s letter attacking the Provincial automony. Sept. 19.
The French portion of the population of Quebec are greatly excited at the Federal Government’s interference with the affairs of the Provincial Government in connection with the charges preferred against the Hon. H. Mercier, Premier of Quebec, who will probably resign. The Liberal party exalt Mr Mercieif as the champion of provincial automony. The House of Commons has thoroughly threshed out the motion of Mr Hugh Cameron, member for Inverness (Nova Scotia), impeaching Mr Edward Cochrane, member for Northumberland, for the alleged selling of Government positions in his district, with the result that Mr Cochrane was exonerated from participation in the alleged scandal. The Hon. H. Mercier, Premier of Quebec, who has befen adjudged guilty of participation in the Baie Chaleur railway scandal, has accepted the proposal to establish a Commission of Judges to enquire into the question.
FLOODS IN SPAIN. Madrid, Sept. 17. One thousand bodies have been recovered at Consuegra, after the flood. The damage by the floods at Consuegra is estimated at £400,000. Hundreds of people were drowned through refusing to leave their homes, though warned of the probable consequences. Sept. 18. Four thousand cattle, which had been sent to a fair at Consuegra, perished in the floods. The people are suffering the greatest hardships in the district of Vau. Loads of dead are buried in trenches, one service only being held over each batch. The storms have occasioned immense losses throughout Spain. Sept. 20, The floods have been caused by the overflow of the rivers Armaguilda, Tagus, Guadalquiver, and Edso. Hundreds of thousands of residents have been rendered homeless, and the sufferers are reported to be starving. A state of anarchy is feared, and owing to the suspension of railway traffic both money and provisions, which are available in Madrid, are prevented from reaching those in need. Shocking loss of life has occurred in Übeda, a fertile plain lying between the Guadalquiver and the Guadalmer through the floods, and the damage is estimated at 20,000,000 pesetas. In Consuegra fifty-eight streets have been washed away. The British residents in Spain have subscribed 300,000 francs to the national relief fund, which now amounts to £IOO,OOO. .
