ENGLISH AND FOREIGN. London, Sept. 17. 1 Tenders for the New South Wales S% per cent loan of four and a half millions at 95, were opened to-day. It was found that only £4,100,000 had been subscribed, but a few brokers took up the balance. There were 380 tenders and the average is about £95 0s 3d. The public apparently tendered for about a million, the colonial banks for the same amount, and the Bank of England for another million. The Right Hon, J, P. B. Aveling, one of the leaders of the British faction at the Brussels Labor Congress, has been fined 40s for thrashing his colleague during a violent quarrel in connection with the proceedings. Sir Charles Russell, M.P., has declared that the Liberal party will welcome a conflict with the House of Lords on any question. A terrible hailstorm has been experienced in the district near Rome, during which hailstones fell. Several people were killed, also a large number of cattle. Vienna, Sept. 18. A tunnel on the railway near Trieste collapsed and fifty-two workmen were entombed, all of whom it is feared have perished. Twenty dead bodies have been recovered. It is reported that the Archduke John, who was believed to have been lost in a ship during a voyage to Valparaiso in October last year, holds a leading positon in the Junta’s army. St. Petersburg, Sept. 18. An enormous number of the peasantry in Southern Russia, who are suffering from famine, have committed suicide. Hong Kong, Sept. 17. The Chinese authorities have hanged six of the rioters at Tchang, and dismissed the mandarins who, neglected their duty and made no attempt to check the mob. The Powers, however, doubting the Government’s ability to suppress outrage have reinforced their fleets. Ottawa, Sept. 17, Redress is demanded for the seizure of a Canadian vessel in Behring Sea by a Russian war vessel.
