THE CIVIL SERVICE BILL.

Wellinuboit, May 18. The Civil Service Bill provides for the setting up of a Civil Service Board with the Colonial Secretary as chairman. The service is to be classified in eight diviuicma. The first division la to consist of officers receiving salaries ranging from £450 to £BOO. Its sub-division is .to be done by the Go vernor in- Council, and power ill given to plaee in the first class of the division such other pffipers than heads of departments as the Governor thinks ought from tbe.natiire of their duties to be so included- The second division will comprise officers with salaries running from £365 up to £440; the third division from £2BO to £840; the fourth division from £220 to £265; the fifth division from £IBO to £210; the sixth division from £l4o to £170; the seventh division from £IOO to £130; the eighth division (cadets) from £BS to £75. Every officer hereafter is to be entitled to an advance by one class each year, Thai beginning with £35 is the first year of his cadetship his salary ii the second year will be £45, in the third £6O, in the fourth £75, in the fifth (lowest class of seventh division) £IOO. Thence will advance by annual increments of £lO to £l7O, the maximum salary payable in the sixth division. Any officer whose services are dispensed with after the Act comes into force is to be entitled to compensation as follows:—If he joined prior to the passing of the Civil Service Reform Act., 1866, the new {Act is not to alter his present arrangement as to compensation. If he was appointed since 1866 he shall be repaid the amounts standing to his credit under . the Act mentioned. Any officer hereafter appointed is to be liable to dismissal at three months’ notice without compensation. Compulsory life insurance is provided for. At the age of 65 every person hereafter appointed is to retire, but the Governor-in-Council may require him to stay at his post unless unfitted by ill health or other sufficient cause. No appointment to the Service is to be made otherwise than by cadetship except in cases where it becomes necessary to secure the services of some persons of professional or technical skill or of known ability, and no vacancy is to a be filled from outside the Service i unless there is no officer in the service qualified to fill the -position. The seale of leave of absence for recreation is laid down as follows:—After ten years’ service four weeks each year, after five years three weeks, after, one year two weeks. This is apart from the right of the Governor, to allow an officer of ten years’ standing six months’ holiday on half salary or to one of twenty years’ service twelve months.
