London, April 24. Sir Wm, Wuiteway Premier of Newfoundland, was heard at the Bar of the House of Lords to day in protest to the passing of the Bill introduced by Lord Knutsford, for enforcing the modus vivendi with Franc. He declared that the Bill would prejudice the rights of Newfoundland and only provide for a piecemeal settlement ot the difficulty with France. There was an unusually brilliant attendance at the House of Lords to-day when the delegate from Newfoundland presented a petition protesting against Lord Knutsford's Bill. The Prince of Wales was araoog those present.
