The Government have received a circular from the Colonial l Office covering correspondence between that office and the Chinese Ambassador in London. The Ambassador asks the Frimfc Minister to recognise the principle of the oppointmen* of Chinese Consular Agents, in her Majesty’s dominions, assuringdiim at the same time that in case of accord, the Chinese Government does not intend at present to take advantage of it to any great extent by applying for “exequatore,” bat only to spply for them as circumstance may require. Lord Salisbury requires that, as a matter of principle, her Majesty’s’ Government will be prepared to grant exequatora to Chinese Consuls, but must reserve the exercise : of discretion in this respect in p irticutar oases when local considerations may affect the principle. Lord Routaford’s circular intimates that Majesty’s Government believes that the colonial Governmnts may be disposed to accede, asks if that is the case, and considers that, as their restrictions upon, Chinese immigration have placed that, qu stion on a definate footing, “coaa-j mercial and otherjcoosiderajtions render it desin/b'e to maintain the good relations! with China by making concessions tol the.folinga of that country in many other 1 natters.’’
