IRISH AFFAIRS.
London, Jan. 26. Mr Balfour's Irish fund has reached £40,000. Dr Tanner has abandoned his intention of suing Mr Parnell for libel, Mr Parnell maintains that Home Rule is necessary for the success of the Liberal Party, and the Irish party has no option between Liberalism and Home Rule and Toryism based oq coercion. Speaking at Wnterford, he said the settlement of 4ome Rule was most important to the Liberals. Ireland must h*ve control of the police, and land settlement without penalty would only end in renewed s'fife. The limes states that Mr Q'Bri»n proposes as a solution of the difference between the two spatioH3 of the Irish party to suspend hostilities pending the gpnerai election, both sides to rdsin the present loaders. Mr Healey is opposed to this proposal. Tbe Marquis of Hartington, speaking at Manchester, contended that Home Rule was prac ically dead, and hoped bf th parties wonld now arrive at a compromise Upon a plan of local govt rnment which would free the country frrm the danger of a*li"nft disruption.
