POSTAL RATES.
London, April 27. Mr Rnikes has informed the AgentsQeneral that a reduction on poet-card rates would shortly be made. He was uncertain yet whether the English Government would reduce the rate for outward letters if the colonial Governments declined to make a corresponding reduction in letters forwarded from the colonies to England, Sir Francis Dillon Bell explained that New Zealand was independent of the Australians regarding her mail services, and she was not affected by the Brindisi route. Btdnby, April 28. Mr D, O Connor, Postmaster-General, proposes to recoup the loss to the colony of reducing the inland letter rates to one penny, by imposing a rate of a half penny on newspapers, which ere at present free from postage.
