THE SITUATION IN RUSSIA.
St. Petersburg, April 7. The Czar attended the Guards’ fete yesterday. The students’ agitation is subsiding, the usual university vacation having begun, Professor Mendliereff has resigned. Only the leaders of previous agitations are being expelled. The Nihilists are still active, The Chinese are fortifying their frontier. The report is denied that General Duneuxoff had devised a scheme for diverting the waters of the river Oxus into the Caspian Sea, to afford continuous navigation from the heart of Russia into Gentral Asia. April 8. Ischebrikor, who was arrested and then released for writing a letter to the Czar, demanding reforms, has been exiled to the Caucasus and harshly treated. Berlin, April 7. It is asserted that the Emperor designs to placate France, if possible, for the purpose of isolating Russia.
