St. Petersburg, April 7. The Czar attended the Guards’ fete yesterday. The students’ agitation is subsiding, the usual university vacation having begun, Professor Mendliereff has resigned. April 8. Ischebrikor, who was arrested and then released for writing a letter to the Czar, demanding reforms, has been exiled to the Caucasus and harshly treated. Berlin, April 7. It is asserted that the Emperor designs to placate France, if possible, for the purpose of isolating Russia.
