The Cape loan is for one million, at 3-| per cent, not 'hree and a half millions. Tenders will be opened on March 20th. The minimum is fixed at par. In the Commons to-day the motion of Sir E, K. Haraley, member for Birkenhead, favoring more liberal treatment of volunteers, was carried, ihe Government opposed the motion, bat many of the Conservatives end Unionists parties voted for it,
The election for Stoke-upon-Trent caused by the resignation of Mr W, L, Bright, resulted in the return of Mr Leveson Gower, a Gladstone-Liberal, who polled 4157 votes against 2926 by Mr Allen, the Tory candidate.
It has been discovered that the explosion in the Aorfa colliery, resulting in a large loss of life, was caused by a miner firing a shot without permission. The discovery has caused a great sonsaticn.
The Glenrock Company have decided to reform with a capital of £315,000, and propose to absorb the Premier Goldraining Company of New Zealand. Paris, March 13.

A Frenchman out walking crossed the German frontier line near Belford, and was arrested by the German rangers on a charge of poaching. After being handcuffed be was taken to Mulheusen.

Heavy floods have been experienced in the Mississippi river, and thousands of cattle drowned. The river was 40 miles wide at Memphis. Arkansas was inundated to a depth of two feet.
