The Navy estimates show an increase of u hundred thousand pounds on last year. It is proposed to spend six and a half millions in tho construction of new vessels, in accordance with the scheme unfolded in 1889. This does not include the cost of vessels for the Australian squadron.
Mr Gladstone's amendment to the Government's motion regarding the report of the Times-Pamell Chmmission was rejected by 339 to 268. During the debate in the Ilouse Mr Sexton said that there was grave reason to suspect the Government of suborning witnesses in favor of the Times. He held a letter addressed by Lord Salisbury to Pigott after the latter's forgeries had been exposed. Mr Balfour challenged him to read it. Mr Sexton said that he did not mean to imply that the Premier conspired with Pigott, He would read the letter if the committee gave him leave. Mr Balfour rejoined that Lord Salisbury was willing to have it published anywhere. If the Times was culpably credu'ous, the Pamellites were culpab'y careless, Through the Land League criminals were paid, but never a shilling was devoted , to the detection of crime. Silence about murders was purchased, The soldiers of the Land League were moonlighters, and its paymasters preached dynamite, March 11. Lord Churchill and Mr W. S. Caine, the Unionist whip, did not vote on Mr Gladstone's amendment. Mr Jennings' amendment is being discussed to-day,
