The Western Australian Constitution Bill has been read a second tirao in the House of Commons. Messrs Chamberlain and A. McArthur supported it hoping the colony would favor immigra! tion. The Bill was referred to a committee. Baron de Worms explained that the Bill would prevent the exclusion of immigrants from the colon? without the Impnriol assent, er>d provided fur the welfare cf the Aborigines.
