DELAGOA BAY.

There is a panic at Delagoa Bay over the action of the : Portuguese, in interfering with the railway. , Lord Salisbury, is negotiating with the Portuguese Government. , The Press advocates arbitration,, and it is understood that Portugal is willing, to assent to this course.
July 1.
Portugal has assured the British Government that official reports will show the Delagoa affair has been exaggerated, It is considered improbable England will interfere between the Company and the Portuguese Government, especially as it is well known Germany is secretly supporting Portugal m the latterYSouth African policy. ! It is stated ~ concessions have been granted to a Company, prompted by Americans. , f Lord Salisbury has announced that three,, wsr ships have been ordered; to Delagoa Bay, and Portugal has been warned that she will be held; responsible for English losses. ... '
July 2/ i The Delagoa Railway quarrel, will be submitted to arbitration.
