The conference will now shortly conclude its sitting, Juno 15. At the Samoan Conference tbe treaty has been signed, America having abandoned her principal objections, The text of the treaty is being-kept secret, bnt it is Understood that-affairs Will remain in statu quo until December next, in order that the American Senate may have the opportunity of ratifying the terms of the agreement. . The Ufa ty guarantees the autonomous administration of the islands under tlie joint control of Germany and America with Great Britain as arbitrator in ibe Uyeat of any differedCe l artSing. 'i he Satnoans are to be allowed to elect their own King and Viceroy, A Senate, composed of the principal chiefs, and a lower Chamber are allowed, the members of Which are to be elected by the people, permission l is given for the levying of duties, but the importation of arms and liquor is restricted. Germany is to receive a certain amount as on‘indemnity mi connection with the recent quarrels. The treaty arranges for the establishment of special courts to deSI With All disputes in connection with the land. The various Consuls repreWh’iln|;th'e three countries interested are to control municipal government in Apia. Generally all questions relating to the property of foreigners are to be referred to a judge, who will be appointed by America, Ger- 1 many, and England, Mr J, G, Blaine, the American Secretary of Slate, has expressed the opinion that the treaty is eminently satisfactory.
