Melbourne, Juno 10. The new rules oi procedure introduced in the House are the absorbing topic in political circles. The majority of the rules are almost a literal transcription of the new Standing Orders of the House of Commons of February, 1888. The rule relating to motions for adjournment and the abuse of the rules of the House are even more stringent, The rule respecting the closure of debate is the same as that in force in the House of Commons excepting that closure may be imposed upon a majority of twenty-five voting for tbs motion instead of a majority of a hundred, as is, the case in the House of Commons. The rules are regarded with much disfavor by the Opposition, many of whom declare that they will, if agreed to by the House, entirely destroy the independence of Parliament and place absolute power in the hands, of the Speaker and the Government, The Opposition will oppose the acceptance of the rales by (he House tooth and nail.
