A DEFICIT OF £4,000,000.
Sydney, March 6.
In ihe Assembly, last night, an amendment to the Address in Reply was moved by Sir H. Parkes, and was carried by 6o' to 64. The Ministry have resigned, and Sir 11, Parkes is engaged in forming a new Ministry. At the instance of Mr Gavan, Colonial Treasurer, the managers of the Bank of New Zealand and the Joint-Stock Bank and two accountants have made a searching investigation into the public accounts of the colony, and hsve reported that there is a deficit of £4,064,000. The Bank managers who investigated the state of the colony's finsuces have declined to sign the report, on the ground that they fail to see why money voted, but not expended, should be called a deficit.

Sir Henry Parkes has succeeded in forming a new Ministry, and the following portfolios have been allotted : Premier and Colonial Secretary, Sir Henry Parkes; Minister of Lands, Mr J.-.N. Banker; Colonial Treasurer, Mr W. McMillan ; Minister of Public Works, Mr Bruco Smith ; Minister of Justice, Mr A. J, Gould ; PostmasterGeneral, Mr Dan O'Connor; Minister of Mines, Mr Sydney Smith ; Minister of Public Instruction, Mr J. H, Carrutbers. Mr G. Bowen Simpson will represent the Government in th.e Legislative Council with the portfolio of Attorney-General.
Mr Joseph Abbott, member for Newtony gave notice in the Bouse of Asaembly last evening that on April 2nd he would move : " That in the opinion of this House the Government without delay should introduce a Bill to remove the duties now imposed on bacon, butter, cheese and kerosene." London, Farch 5.
The Reuter's Telegram Company have published a telegram from Sydney that the deficit for laßt year as stated by Mr Garvan. Colonial Treasurer of New South Wales, will be four millions. Sir Saul Samuel has explained to the Press that the sum is an accumulation of years.
