RUSSIA AND PERSIA.
St. Petersburg* February 25. Russia has demanded from the Shah of Persia permission to construct a railway into that country. London, February 25. With reference to the Russian extension of railway to the southward, M. Arminins Vamberg, the well-known Hungarian traveller, states that it is seeking a pretext for a quarrel with England over the administration of affairs in Afghanistan. The Nord Deutsche Zeitung admits that the intentions of the Ameer are of a pacific nature, The German Press generally advise England to induce the Ameer to retire from the Russian frontier.
