IRISH AFFAIRS.
London, February 24, Father Stephens has been arrested on a charge of inciting tenants to wit film'd payment of rent. Fehrmry 26. In the House of Commons. Mr A. J. Balfour, Chief Secretary hr Intend, stated that the imitators in Ireland hud redoubled their efforts in inciting people to refuse rent, etc,, because crime was fast decreasing. Forms which had Leu boycotted were now relet, ami trade and railway traffic were improving. Mr Balfour stated that he most distinctly declined to extend any favor to political prisoners, as they were more deserving of punishment than those whom they made dupes. Mr John Morley moved the amendmeat to the Address-in-Reply of which be had previously given notice. In his amendment Mr Morley urged that conciliatory measures with regard to Irish affairs should be adopted by the Government.
