SAMOAN AFFAIRS.
Sydney, February 15. News by the steamer Lnbeck from Samoa states that a Samoan named Sali had been arrested for causing a fire at the Consulate, the damage being estimated at 100,000 dollars. It is feared that a native rising is about to take place in Tutnila, owing to some of Tamasese’s men having imprisoned a number of adherents of Mataafa, The number of followers of Tamnsese is rapidly decreasing, and unless Germany goes to his assistance it is believed that those remaining will quietly return to their homes, leaving Mataafa master of the position without a shot being fired. Washington, February 15. President Cleveland has relegated to General Harrison, the President elect,' the task of choosing a delegate to act for the United States on the proposed conference to discuss tbe Samoan question. Berlin, February 16. A White Book, which has just been issued, in dealing with Samoan affairs, declares Malietoa and Mataafa to be rebels, and that anyone helping the latter must take the consequences. It says that the legal position of foreigners in Samoa, has not been changed.
