THE EUROPEAN SITUATION.

Berlin, December 5. The Minister of War has announced that a considerable increase in the German artillery is contemplated in consequence of a similar increase in tbe armaments of other powers, i December 6. The German Government have informed the FreDch Governmentitbat the presence of a number of French officers in Germanyis undesirable, on tkf ground that their actions and motives are not above suspicion.
