London, October 19. At a banquet at Belfast fast evening,, the Marquis of Hartington, in the course of a speech, said the Ministry were prepared to concede local government to Ireland when the condition of the country waa safe for such a change, In speaking at Belfast last night the Marquis of Hartington urged the Unionists and Conservative! to fight the elections to the House of Commons unitedly. October 20. The action of the Times ia omitting the name of Mr Davitt from the charges presented to the Parnell Commission, is regarded by the Irish party as peculiar and inexplicable. Mr A, J. Balfouj, Secretary for Ireland, speaking at Manchester, stateJ that the Irish policy adopted by the Government had led to reducing crime and outrage in Ireland, He asserted that the provisions of the Crimes Act were not so rigidly enforced as the coercion measures taken by the Gladstone Government.
