A Blue Book, which has just been issued on tho Chinese question, contains a despatch from the Marquis of Salisbury id Sir John Wale ham, British Minister at Pekin. The message is dated 29tb June, and urges the Minister to negotiate With the Chinese Government fori a convention similar to that between America and China, and that it should be based on the lines laid down by (be Sydney Conference. In bis despatch the Marquis of Salisbury stales that be is anxious that no measures adopted by (be colonial Governments should be in variance to the treaty. J, : ’
