London, August 13. Mr Parnell has served a writ of arrestment on the ngen's of the Times in Edinburgh, in order that he may be enabled to bring proceedings against the proprietor of t'jat paper for charges made agaiust him, Mr O'Connor and Mr John Redmond, M.P.V, have commenced separate actions in England agains.t the proptietor of the Tim s for charges made against lll"0). In the nc i>n which Mr Parnell intends bringing against the Tirms in Scotland £50,000 damages are claimed. Sir Chor'es Russell, instnic'ed by Mr G.Lewis, the well known solicitor, will conduct the case of the Irish mmkrs before- the commission. Mr Puma's action against tho Time* will be tried in Scot ! and in November. The proceedings are not barred, as tbey were committed prior to the Royal asseul being giyen to the Commission BiP. I The Times expresses surprise at the of Mr Parnell, and contends that the proceedings art) brought too late and only with the ohj ct of evading a statutory ii quiry. Mr Chamberlain has written a letter to tho Times to prove that Mr Purntli was fi»rm-r!y willing to assent to a policy of coercion including change, of venue and private inqoiry in cas- of ou'nnd the payinjj of compensation to those who suff red by agrarian murders. August 14. . The Times, referring to the acti'>n of Mr Parnell, states that i d> c ines to assist him in trading * tta'uiory inquiry, and that he appealed to tho Comtnis sioners ou'y when he found thai it was impossible to avoid going into the witness box. Mr Parnell has now sctvtd a writ en Mr John Walter, proprietor of the Times, Ihe trial will probably be fixed for October.
