Goblet has addressed a circular note to the Powers on the Massowab difficulty, in which he insists that the district was always regarded as a portion of the Egyptian territory, and denies the right of Italy to annex it. The note further, protests against the taxation of the Greeks, the seiauro of Zulla, and threatening reprisals. St. Petersburg, August 12. Tho Russian Government insist on their demands for the deposition ot. Prince Ferdinand from the Bulgarian throne, and the exclusion of Prince Alexander from Bulgaria. After the normal situation has been restored Russia would be prepared to send a Commiseioner to Bulgaria to restore diplomatic re'a'ions, and would then accept a legally elected Prince of the orthodox Church.
