London, July 20. The Parnellite party in the "House ol Commons threaten to obstruct, the Bi 1 providing for the appointment. of H commission to inquire into The Times charges against Mr Parnell. JtTy 23. , Mr Parnell hns announced that he desires a full inquiry into tin? charges made against him by The Times, and only stipulates 4hat the commission pro posed shall be of a non-poli ical character, and make their report within « reasonable time. It is believed that the fo lowing will bo appointed commissioners Lord Justice Charles Synge Bowen, Justice Sir Alfred Wills, and Lord Young, of the High Court ot Justice for Scotland. It is rumored that disclosures will he made to show that The Times was hoaxed in reference to the letters published in that paper on Che subject of “ Parnollism and Crime.” A Mr Reginald Brett alleges that lie is prepared to prove that, prior to the publication of the letters in Tho Tktks, he was interviewed by an ex-member of tho House of Commons, who (fibred to furnish evidence which would prove con clusively that Mr Parnell was concerned in many of tho hotrible outrages which' had taken place in Ireland. Mr Brett slates further that his informant de manded £IOOO for the information, btr he (Mr Brett) declined to give it, not feeling satir-fi d that the man’s state merits were true. Mr Brett assers Ids belief that The Tim”s afterwards purchased this man’s information, and published it in the'now famous articles on i‘ Parnellism and Crime.”
