Berlin, July 17. A meeting between Signor Criapi, Prince Bismarck, and Count Kalooky takes place at Carlsbad next month. July 20. The meeting between Prince Bismarck, Count Kalooky, and Signor Criapi is fixed for a date towards the end of August. July 21. Prince Bismarck has informed Mr Scbouvaloft that, while he favors the upholding treaty rights with regard to the Bulgarian question, and also while prepared to concede Russia’s right to control Bulgarian affairs, he considers that the continued presence of Princ? Ferdinand was the cause ot irritation and a violation of the Berlin Treaty. Paris, July 19. A report that the Emperor William intends to propose a general disarmament, and to compel France to join, is creating much excitement in this city. St. Petersburg, July 17. , The term of service in the Russian army are extended to eighteen years, five of which are to be on active service. July 18. The Czir has issued a ukase providing for an increase of the Army by a million and a half of meu. Sofia, July 18. The position of Prince Ferdinand is believed to be becoming untenable, and diis early abdiction of the Throne of Bulgaria is expected.
