The Emperor William has issued a manifesto to the Army, in which he states that he steps with confidsnce into the place rendered vacant by the will of God. Ho calls upon it to be steadfast and strong, and concludes—“ I and the Army belong each to the other ; we are-born of one another, and will stand together in peace or storm.” A similar manifesto is addressed to the Navy. ■' June 18.
