Vienna, June 15. Count Kalnokj, in the course of a speech, said the situation in Europe is relatively calmer, though in ctnsequence of the non-settlement of the Bulgarian question the Powers are compelled to prepare for war in order to be ready for a sodden emergency. England's policy in the Balkan was entirely in accord with Austrian views, Count Kalnoky says that Austria will not interfere with internal affairs in Bulgaria, nor will she permit the other Powers to do so.
