THE CHINESE QUESTION.

The report of the Chinese Commissioners who visited Australia and other places to inquire into the wellbeing r-f the Chinese, has been published. -The report complains bitterly of the outrageous treatment of the Chinese at Manilla by the Spaniards, and also by the Dutch in their possessions, and recommends the immediate establislmr m of a Consulate at Manilla. At Singapore the Chinese outnumber the Europeans by four to one, and in Sydney and the vicinity the number of Chinese is 10,000. The report speaks in high terms of; the rich mineral products of Australia, and also of the treatment the Chinese receive. It suggests the establishment of a Consulate at Sydney, and also submits a plan to raise funds at the different foreign ports where the Chinese congregate for the purpose of constructing a warship to protect the Chinese subjects. The apparent unwillingness of (he British Government to aid the colonies in their attempts to exclude the Chinese from Australia hap given rise to a feeling of dissatisfaction, and vigorous public action is now contemplated in all iho Australian colonies. A mass meeting io consider the question is being held here this evening. A Sanitary Commission has inspected the Chinese quarter of the city, and has condemned sixty buildings as unfit for habitation, and terrible filth was dis- ; closed daring the inspection by the' Commission.
