London, April 24,
Mr Gladstone u, moving his amendment to the Budget Bill equalising the charges on real and personal eat ate, challenged the Union party to support the proposal, as its adoption would not affect the Unionists* arrangement with tha Government. Sir Michael HicksBeach considered (he invitation merely an attempt to overthrow the Government, and tli■ Unionists should regard it ns such. Lord Hartington, in reply to the challenge, said the Unionists were consistent in opposing such abstract resolutions as that proposed by Mr Gladstone, and that they intended to support the financial policy of the Gnucrnment, which had been generally approved. The second reading of the Budget Bill was agreed to upon Mr Goschen promising a modification of the proposed wheel lax, to which much opposition has been shown,

In the House of Commons the motion of Mr A. C. McArthur, that the Government be rrqusted to support the efforts taken by colonial Governments to suppress the sale of alcoholic liquors to the Natives in the Pacific Islands, was adopted.

Mr Gladstone has giren notice of his intention to oppose the extra duty on bottled wines, when the proposals come before the House in committee.
In the Bouse of Common# the County Government Bill introduced by the Parnellite party was rejected on a division by. 282 to 195. Lord Randolph Churchill spoke in support of the measure, and Mr Chamberlain supported the Governmant. Mr Gladstone supported the Bill, asserting that Irishmen were quite capable of discharging all civic duties rendered necessary under the Ac'.
