ENGLISH AND FOREIGN. London, April 24.
M. Waddington, French Ambassador to London, has appealed to Baron de Worms and Lord Salisbury protesting against the proposed tax on bottled wines. He urged that the practice existing between France and England in regard to wine duties was most favorable to England, bat added that if the proposed tax on bottled wine was insisted upon by the English Government the practice would be terminated, and a reprisal might be looked for.
A serions outbreak of plenro-pnen-monia in Ireland, and also in Kent, is reported. In order to prevent the spread of the disease, over a thousand head of cattle have been destroyed. April 25.
Sir John Pender was banquetted last night, Earl Derby presiding. In proposing the toast of the evening ha reviewed at length Sir John’s services and sacrifices in the cause of telegraph/.
In connection with the Rev, Charles Spurgeon’s recent charges af heresy in the Baptist Church, a motion has been carried by the Baptist Union to the effect that it is inexpedient to provide further theological tests of membership, inasmuch as the union already pos.vsa sufficient power to deal with the Evangelistic section. The mol ion. acconded by the Rev. J. A. Spurgeon, brother of the Rev. diaries Spurgeon, was carried by a large majority. It is thought the carrying of (his resolution will have the effect of allaying quarrels in the churches.
A superb collection of pictures has bean obtained for exhibition at the Melbourne exhibition. It is said to bo the finest collection of English art ever despatched abroad. It includes pictures by Turner, Landseer, Roberts, Sunsfield, Hook, James, Halswell, Lawson, Colie, Millais, flewit, Frith, Ravine, Lin»ell, Hardy, Leighton, Tadcma, Graham, Leslie, and Brough ten. New works have been specially painted by Macwhirlor. Petrie, Marks, Holt, and Agnew. The picture “ The Shadow of Death,” has been lent for exhibition, and the Duke of Westminster will forward a couple of paintings by Turner, Lord Knntsford, Secretary of State for the Colonies, in the course of private conversation, said that the proposals of the Australian Governrn-nts for excluding the Chinese fnm Australia, wonld probably seriously complicate the relations existing between England and China, and he thought it was unlikely the Imperial Government would interfere in the matter,
