General Boulanger’s election c»mpaign is creating great excitement. A section of the Paris Press declares that General Boulanger is the coming dictator.

Genera! Boulanger, in an address at Nordi, accused the Chamber of Deputies of neglecting the defences of France, and he maintains the necessity of preparing for war. The impotence of Parliament, be added,bad alienated the country’s sympathies. The Chamber of Deputies hayo dissolved with a view to a revision of the constitution. It appears that the supporters of M. Boulanger suddenly demanded the urgency of a revision faking place .'in'rthe constitution, and in this they were supported by the Bonaparlts's and the followers of M. Omenceau, The demand was carried by 263 to 237. In consequence of the adverse vote, M. Tirard and his Ministers have resigned. The defeat is attributed to the fractioueness of the Government, and that members are unwilling to tolerate M. Tirard any longer. The result has caused great confusion. Later, In the Chamber of Deputies, M, Pellitan proposed the motion for revision of the constitution. M. Dassan demanded the abolition of tbo Bepubiic. The Left party consider that the present constitution is in confusion, M. Olemencean demanded the abolition of the Constitution of the Empire, and favored (be proposed reform, M. Goblet thought that reform was necessary, but the present time was impolitic. The Premier accepted the motion as a want of confidence, and on bis defeat, the President accepted the resignation of the Ministry, General Boulanger advocates universal suffrage.
The political crisis is regarded as a victory for General Boulanger. April 1,
M. Floquet has been summoned to form » Ministry, and is consulting M, Da Freycinet, M. Fleurens, and M. Goblet.
