St. Petersburg, Feb. 17. It is officially stated that the Russian Government have re-opened the Bulgarian question, and have commenced fresh negotiations for the settlement of the difficulty, Berlin, Feb. 18. It is believed in official circle* that the prospects of war are worse. Numbers of German residents on the frontier are now leaving for the inland towns. It is reported that Prince Bismarck has arranged an alliance with Belgium, Holland and Spam. February 20. It is denied in this city that Germany has made overtures to Switzerland. Paris, Feb. 18.
In the event of war the French troops will cross the frontier at Basle in Switzerland. The French Government offered to protect Swiss neutrality, but the Government of the Confederacy replied that on the outbreak of war the Landstrum would occupy the line of the Jura Mountains, and they will only accept assistance if necessary. February 20. Le Temps says the French fighting squadron is being rapidly equipped in consequence of the present outlook in Europe, Hon*-Kong, Feb. 17. It is believed that in the event of Russia being involved in war the Chinese on the northern frontier will attempt to regain Manchuria, Bucharest, Feb. 20. The Roumanian Parliament opened to-day, In his address to the Senate, King Charles advised strengthening the Roumanian forces in view of the present European outlook, Rome, Feb. 18. The Italian Government are making rapid progress with the work of placing the navy on an efficient fooling. Great activity is also being displayed in placing the fortifications in order. LieutenantGeneral Matter, President of the Committee on Fortifications, is now inspecting the Alpine fortresses. Buda-Pbsth, Feb. 20. The Pesther Lloyd states that England’s engagement with Italy and Austria to combine with those Powers in the naval defence of the coast of those countries is simply a memorandum, not a supplementary pari of the triple Vienna, Feb. 20. It is stated here that Russia has suggested the immediate deposition of Prince Ferdinand as ruler of Bulgaria, To this Austria demurs until such time at any rate as another ruler is nominated. In this view 'Austria is supported by Italy, but up to the present Prince Bismarck has expressed no opinion on the matter, London, Feb. 18. In the House of Commons in reply vo Mr Thos. Burt, Lord George Hamilton said Rear-Admiral Hewett had no authority for stating at Genoa that the friendship between England and Italy mifht result in a union of the fleets of those countries.
