Vienna, Dec. 18, A special Council of Austrian and Hungarian Ministers was held yesterday to discuss tbe attitude of Russia in maintaining troops on the Galician frontier. It was decided by the Council to devote the sum of twenty millions of florins towards the purchase of equipment for hutting troops in Galicia, but it wae nut deemed necessary to increase the forces stationed on the frontier unless the Russian troops now massed there were reinforced. London, Dec. 18.
