Vienna, Dec. 18, A special Council of Austrian and Hungarian Ministers was held yesterday to discuss tbe attitude of Russia in maintaining troops on the Galician frontier. It was decided by the Council to devote the sum of twenty millions of florins towards the purchase of equipment for hutting troops in Galicia, but it wae nut deemed necessary to increase the forces stationed on the frontier unless the Russian troops now massed there were reinforced. London, Dec. 18. Tbe Times fears that tbe feeling which prevails in Vienna will compel Count Kalnoky to send Russia an ultimatum The German Reichstag unanimously favor a Bill for increasing the forces by half a million. There is an impression that the article ia tbe Invalids Basse indicates that the recent mobilisation is merely a disguise for defensive precaution.-), The Franco-Italian Commercial Treaty has been extended for two months, France is forming an ironclad squadron, to be stationed in the English Channel. Dec. 19. There was a panic on the Vienna bourse on Friday and Saturday, and it is estimated that two hundred million francs were lost, State rents have also fallen daring tbe past eight weeks. The Vienna Council hare decided to expend twenty million florins for tbo equipment of Landwber reserves and the erection of huts in Galicia. The delegations have not yet been summoned. The Invalids Ruses article is considered to express the views of the Czar, and the Daily News avers that the Czar specially ordered tbe publication of it.
The Austrian Government are about to erect bats for two hundred thousand troops in Galicia.
