The Sugar Bounties Conference has appointed a Committee to deal with technical questions. Lord Lyons is much worse, and his condition is very critical.
It is proposed to start an Emigrant Aid Society, with the capital of a million
with a yiew to settle 10,000 people on a large tract of country in Western Australia, The Society is to bear the expenses of the passage and of the settlemimt, and the emigrants are gradually to repay the amounts advanced. The Island. Block Gold Mining Company of New Zealand, with a capital of £60,000, is being formed. The deficiency in the Bankruptcy estate of Lord Augustus Loftus is now said to he £40,500, No composition has been offered to the creditors.

Mr Hustuck, an expert on valuable stones, report that Mr Pearson’s South Australian rubies will prove a very valuable discovery. The stones, he says, are of extreme beauty, and will sell freely at a high price. Sir J. B. Thurston sails for Australia in the steamer Rome.
The Presbytery of Edinburgh have admitted the marked ability and tact which the Rev. Cameron Lees displayed in Victoria, and have thanked the Presbytery of Melbourne and Scots Church tor the kind reception given him. In reply the Rev. Dr Lees said the Scots Church business was almost settled. Dec. 2. The election of a member of Parliament to represent Dulwich, took place yesterday. The vacancy was caused by the appointment of Mr J. M. Howard, Q.C., the sitting member, to a judgeship. The Conservative candidate, Mr Maple, was placed at the bead of the poll, defeating his opponent by 1412 votes.
The Catherine, bound to Sydney, came into collision with the steamer Clyde during the fog off Dover. The Catherine sank, but the crew were rescued by the other vessel. An official bulletin issued to-day announces that the disease from which the Crown Prince of Germany is suffering shows no signs of spreading. Dec. 3, It is reported that Rir J, R. Thurston will succeed Sir Charles Mitchell as Governor of Fiji and High Commissioner for the Western Pacific. Sir Charles Mitchell will receive promotion. Her Majesty has accepted several specimens of opals discovered in Queensland. Sir Charles Dilke, speaking at Paddington, said a closer military union with the colonies would enable the Empire, to spend less on military preparations, and would possibly involve a closer political league. The Spectator considers that to adopt M, Pasteur’s system for remedying the rabbit pest would result in unforeseea horrors. The Admiralty advise the English Government to contribute towards the cost of the Antarctic expedition on condition that a naval officer having experience of the popular regions has command of it. Several Nihilist dynamite factories have been discovered in St. Petersburg, and on a seizure being made a severe fight resulted. Many arrests have been made, The correspondent of the Chronicle states the proposed alterations of the Landsturm will increase the forces four hundred thousand. It is reported that an enormous Russian force is stationed along the whole Austrian frontier. The report has occasioned much uneasiness. The death is announced of the Catholic Primate of Ireland.
AUSTRALIAN CABLE. Melbourne, Dae. 2. The Premier (Mr Gillies) forwarded a letter to Sir Graham Berry, AgentGeneral for this colony, desiring him to inform Sir Henry Holland that the Government of Victoria are averse to the proposal to grant permits to gome New Caledonian liberated convicts to land in Australian ports in order that they may proceed therefrom to California. A memorandum has been forwarded to Sir Henry Pm-kes, Premier of New South Wales, by Mr Gillies on behalf of (he Governments of Victoria, South Australia, and Queensland. In it the colonies jointly recognise the right of Nen South Wales to adopt any aval able designation ; but as 'hat colony proposes to take for itself the name of the entire continent, the protesting OovcrnnvuKs desire to represent that the appropriation of the name of “ Australia ” to any individual colony is a measure which
other colonies cannot consent to. The memorandum concludes by expressing a hope that in consequence of the sister colonies having on serious consideration so strongly deprecated the proposed adoption of the name by Mew South Wales, that colony will in deference to their sentiments frankly and promptly abandon the attempt to interfere with the name of Australia. Sydney, Dec. 2. Peter Kemp, who now holds the sculling championship of the world, has accepted a challenge to row against Clifford. It is probable that Manlan will also challenge Kemp. Dec. 3. The German barque Livingstone, from Hamburg (July 21st) arrived at this port yesterday, She reports having rescued the crew of the British ship Nora, which was lost at sea whilst cm a ■ voyage from Hull to Natal with a cargo of timber. Perth (W.A.), Dee. 3. The escaped convict, Thomson, was re-captured four miles from Guildford. The three escapees have been brought before the Court on a charge of gaol' breaking. Hughes, the bushranger, and Thomson, have been sentenced to three years in irons, and Jarvis was committed for trial.
