ENGLAND AND FRANCE.
London, Oct. 23,
It is announced that the English and French Governments having concluded negotiations in connection wi;h the New Hebrides question and neu tralisation of the Suez Canal, and the necessary Convention will be signed to-morrow. In the case of the Canal the Treaty provides that it shall remain open as an available route during time of war, when no hostile act will be permitted at the approaches to or on j the banks of the Canal within a neutral zone, to be fixed by an International Commission. The powers engaged in hostilities are forbidden to disembark or embark troops or supplies within the canal. Egypt is to make the treaty respected, and if unable to do so she will appeal to the Porte, which will concert with the other Powers to take the necessary measures for enforcing the provisions of the treaty. In the convention regarding the New Hebrides. tl ,rt engagements entered into between England and France in 187 S and 1883 are confirmed, and it is provided that France shall evacuate the island, and that the French and British shall secure the safety of their respective subjects. The Paris correspondent of The Times hints that if it is considered preferable there are islands near the New Hebrides which France might occupy without dispute. He also states that the principle of the neutralisation of the Suez Canal has been recognised by France, and that an International Commission will probably submit a scheme for the arrived protection of the canal and the creation of a neutral zone, Oct. 24. Le Temps says that England has consented to France annexing the Leeward Islands of the Tahitian Archipelago. Paris, Oct. 24. The French newspapers generally agree that the conventions recently concluded between the French and English Governments relative to the New Hebrides and the Suez Canal will result in the establishment of good feeling between the two countries. The journals regret that popular prejudices have hitherto too often caused clisseusionin matters affecting England and France. i
