ENGLISH AND FOREIGN. London, Oct. 2, The Treasury have cabled to Lord Carrington in reference to the mail subsidy, pointing out that payment by weight is impracticable; that they require a fixed proportion, and that possibly . they will agree to England paying £90,000 and Australia £BO,OOO, Minister, of Dumbarton, intends to build a yacht to compete for the American Cup next year. Severe fighting has taken place in the Sooloo Islands between the natives and Spanish troops, the latter coming off victorious. Four Scotch whiskey firms have called meetings of their creditors, Other firms are expected to follow. Forty million gallons of whiskey are bonded in Scotland. The beetroot crop ot Franco and Germany is smaller than usual. Ihe yield will be immaterially reduced, owing to the large area under cultivation, An Abyssinian force is advancing to attack Massowah before the Italian troops arrive, It is officially announced that the War Office is willing to allow general officers to inspect Australian forces every two years. Oct. 3, Advices from the West Coast of Africa bring news of Mr H, M. Stanley up to the 25th July, at which date all was well, and the party advancing at the rate of 12 miles daily. A thousand unemployed sugar refiners marched in procession to Hyde Park to-day, and speeches were made condemning the system of sugar bounties. It is understood that in return fot his offers of assistance to tho Government of India, the Nizam of Hyderabad expects the retrocession of Berar. Later,

The R.M.S. Kiikoura(from Wellington August 25th) arrived at Plymouth to-day. Her cargo of frozen meat is in good condition. The National Bank is offering privately twenty thousand pounds’ worth of 6 per cent, debentures of the Australian Drug Company of Sydney, New South Wains per cents, are ia active demand at 95g-. Ihe Australian Mortgage and Agency Company, with a capital of £1,000,000, ip projected. The report of the Bank of South Australia shows a profit on the halfyear’s transactions of £25,300, and the directors recommend a dividend of 6 per cent.
Latest. At the anti-sugar bounties demonstration held in Hyde Park to-day there was a numerous attendance, and the highest interest was taken in the proceedings. It was urged by the speakers that the commerce and industry of the colonies and the Horae Country required that countervailing duties should be imposed, It was stated that fully 50,000 refiners were unemployed. Bomb, Oct. 2. The visit of Signor Crispi, the Italian Premier, to Prince Bismarck at Frederichruhe is regarded as foreshadowing the entrance of the Italian Government into the Austro-German alliance. Berlin, Oct. 4. Signor Crispi, the Italian Premier, left Prederiohrohe yesterday for Vienna. It is generally believed that the visit to that city is for the purpose of having an interview with Count Kalnoky, the Austrian Minister for Foreign Affairs. Calcutta, Oct. 2. The Niz*m of Hyderabad, in a letter to His Excellency the Viceroy, offering a contribution of £200,000 yearly for two years towards the frontier defence fund, expresses himself of the opinion that the action of Russia for centuries has been inimical to the Moslem faith, both in Europe and Asia. Oct. 3.
It is again reported from Afghanistan that the Ameer is seriously ill. New York, Oct. 3. Mr Bayard, Secretary of State, refering to the action of Germany in Samoa, expresses the opinion that interference on the part of the Untud States Gfvernment would be unwarranted, unless its interests in those islands were molested. San Francisco, Oct. 6, The Union Company’s Mariposa, with the New Zealand September Homeward mails, arrived here at noon on Saturday.
