BULGARIAN AFFAIRS.
Sofia, Aug. 31. The Cabinet of M. Stoiloff, who recently tendered his resignation, will continue in office until after the elections to the new Sobranje, which take place next month. Sept. 2. M. Stambouloff, a known Russophobist, has formed a new Cabinet in succession to M. Stoiloff. Constantinople, Sepr. 3. The Porte has asked the German Government to endeavor to induce England, Austria, and Italy to consent to the mission of the Russian General Ernroth to Bulgaria. London, Sppfc. 3. Turkey has asked Prince Bismarck to induce England, Italy, and Austria to accept the Russian nominee as sole regent of Bulgaria. This step, it is believed, hastened the formation of a strong Ministry by M. Stambouloff. The Great Powers will probably decline to accede to the wish of Turkey, and the Bulgarians are rallying around Stambouloff to resist.
