Lokdon, Aug. 25. The Powers, with the exception of France and Germany, advise the Porte to decline a proposal for a joint Ottoman and Russian Commission to control Bulgarian affairs. Aug. 27. A proposal has been made by Russia: that Arlin Effendi, who is to be despatched by the Porte to Bulgaria on a special mission, should be accompanied by a Russian General, and this proposal the French Government warmly ' support. The Porte, however, is undecided whether to. accede to the proposalj or not. , : Sofia, Aug. 25Prince Ferdinand is finding the position one of great difficulty, as he has so far been unable to secure the formation ef a new Ministry.
