Berlin, Aug. 16/ : v The Nord Deutche Zeitung, in an. article to-day regarding- Prince Ferdinand, expresses its opinion that his ■(manifesto to the people of Bulgaria dan only be regarded as an averment of independence, 'involving violation of the •Treaty of Berlin, of which Germany must disapprove. St. Petersburg, Aug. 16v It is announced, that fhe Russian Government has addressed a protest to the Powers against the action of PrinOe Ferdinand, and has urged them to join in disapproving it, . -Aug,. 17. ; The semi-official Journal do St. Petersburg, in an article on the. action of Prince Ferdinand, declares his assumption of power as ruler of Bulgaria is an audacious attack on the rights of Europe,and a flagrant breach of the Treaty ot Berlin. Should the Powers admit this violation, “ can it be supposed,” says the journal, “that Russia will consider *herself bound to uphold the remainder of the Treaty of Berlin.” ■ London, Aug. 16. The,recognition*of Prince Ferdinand’s election is exciting interest, and it is I feared that complications will arise. It is announced that Russia has warned the Porte that they will consider the Berlin Treaty abrogated if the Powers recognise Prince Ferdinand. ■ - £ Aug. 17.
