ENGLISH AND FOREIGN. London, Aug, 4. The directors of the Bank of England to-day raised the rate of discount to 3 per cent. Aug. 4. The Naval Squadron nnder the command of Admiral Freemantle, which, after captaring Falmoatb, sailed in the direction of Dover, succeeded in eluding lire defending squadron a ider Admiral Hewitt, and captured the entrances of the Thames and Medway. An engagement took place yesterday evening between the two squadrons in the Downs, during which two Nordenfeldt guns being used on board the Curlew and Black Prince burst, and a number of se .men were injured. The latest intelligence from the West Coast of Africi s ates that Stanley, with the expedi.ion for the relief of Emin Pasha, reached Arawhini falls on June 18th.
A strike of engine-drivers and firemen of tbe goods trains on the Midland Railway commenced at midnight, and the trains are now standing on various points on the Company’s line. W. G. Grace has declined to join Vernon’s team. Aug, 5. A motion to rednce the retired pay of Sir John Adye on tba ground that he was responsible for the defective cutlasses in the navy was lost by 13 votes.
Italy will be represented at the Sugar Bounties Conference.
In the House of Commons, Sir James Ferguson, Under-Secretary for Foreign Affairs, stated that the Russian frontier line had been advanced eleven and r-half miles towards Herat, Russia receiving eight hundred and seventy-five square miles of territory, and Afghanistan seven hundred and seventy square miles. Mr St. John, the backer of Gandaur, states that ho instructed that oarsman to lose the race against Hanlan because the terms of the agreement had not been complied with. At a meeting of the State-aided Colonisation Society a scheme was submitted, and it was suggested that capital be subscribed by the public, with an Imperial guarantee of 3 per cent, interest; the colonists to grant free land to the immigrants, and the money to be repaid in thirty years, with 4 per cent, interest. In the House of Commons Mr Kimber asked whether the Government was prepared to entertain the scheme. Mr Smith replied that tbe question was of considerable importance, and the scheme a novel one. The Government would require to consider it with great care before arriving at a decision.
France and Italy have consented rather reservedly to bo represented at the Sugar Conference; Aug. 6.
Forty French railway officials have been expelled from the German side of the frontier.
Mr J, C. Brown has sold the Blue Spur mines at Taapeka to an English syndicate, and also arranged for the formation of an English company, with a capital of £IOO,OOO, to Supply New Zealand mutton d.rect to consumers without the intervention of middlemen. There are four cases of cholera at Malta.
Aug. 7. A fire broke out last evening in the premises occupied by Whitely, Universal Provider, situated at Westbourne Grove, Rayswater, and has been raging ever since. The whole buildings are almost gutted, and it is feared that bat little of the enormous stock, will be saved. The origin of the fire is attributed to an explosion of gas. In the House of Commons last night, the Irish Land Bill wae read a third time without a division. Lord Hartington was entertained at a banquet at Greenwich by the Liberal Clnienists laet night. Mr Bright, who presided, denounced Mr Gladstone for bis unstatesmanlike conduct, and for unsettling the minds of the people of Scotland and Ireland, and aiding the Irish members to obstruct the business of Parliament. Lord Hartington declared that Mr Gladstone’s concession with regard to the land question would not change the attitude of the Unionist party. A closer allianca with the Con- 1 servative party, his lordship said, was at present not justified, but during the recess the Conservatives might tend to promote reforms, when a closer agreement with the Unionist Liberals was possible. JL’he strike of engine-drivers and firemen of goods trains on the Midland Railway continues. The passenger traffic, however, is but little affected, but the goods traffic is generally impeded. Other Companies are affording the Midland every possible assistance.
The naval evolutions off the English coast have been brought to a conclusion, and the squadrons under Admirals Freemantle and tiewitt have returned to Poupraouth.
