ENGLISH AND FOREIGN. London, July 28. Speaking at Norwich, Lord Salisbury said Freetrade was condemned by everyone but ourselves. He did not admit Freetrade wrongi but the British system was full of anomalies, wbish required to be dealt with. The farmers were asking that duties be charged on imported produce. He believed it was necessary for (he country to retrace its steps and make fiscal alterations for the, benefit of the growers. The British proposal for a conference re sugar bounties' elicited a majority of favorable replies, Germany approves of the holding of a conference, and is favorably inclined to the, abolition of the bounties, Anstro-Hnngary has decided to consent to the abolition, but Holland and Belgium are more cautious, though favorable. France is opposed to the abolition. Mr Streeter, the London jeweller, f intends to exhibit diamonds and jewellery at the Melbourne Exhibition to the value of a quarter of a million. Han- j cock, of Bond street, will also send a valuable collection of precious stones and | jewellery. Applicants for space arej numerous. Mr Langton has contracted te sail the North Longtunnel Wahaka mine for £150,000. The Company will be floated in October. July 29. j In the House of Commons to-day, j Sir James Ferguson, Under-Secretary for Foreign Affairs, announced that the Government had strongly nrgel France to fulfil her obligations in connection with the New Hebrides, as the question bad been 60 long pending. He said that the Government had used every effort to bring the negotiations to a conclusion, and he regretted that the matter was still unsettled. Lord Charles Beresford haß not been censured for a breach' of etiquette, and he retains office as Junior Lord of the Admiralty. The steamer Fifes Lire, intended for the Australian dead meat trade, .has been launohed at Newcastle-on-Tyne. July 30. The mails per Orient s,s. Austral (Melbourne, June 24tb) were delivered to-day. Hanlan has made his final deposit for bia match with Beach, and sails for Ashburton on August 15th. The directors of the Mount Morgan West Mining Company propose to reconstruct the Company and reduce the capital to £150,000, Vendors are cancelling 50,000 shares and repaying £7OOO towarda expenses. The Shareholders' Committee approve of the action of the directors. Great excitement has been occasioned by the speech made by M. The Italian Ministry has resigned, and it is probable that the formation of a new Cabinet will be undertaken by Signor Crispi. Bishop CamedoK, the new Bishop of of Bathurst, will be consecrated in Westminster Abbey on October 18th. Sofia, July 28. Prince Ferdinand is shortly expected to arrive here to take the oaths of the Constitution and received the homage of the people ot Bulgaria. Rome, July 30. M.
