THE WINDSOR ACCIDENT.
Melbourne, May 19. The Board of Enqujry in connection with the Windsor railway accident is satisfied that the accident was caused by a mistake of the boy Blackburn, who was in charge of the signals at Prahan, in allowing the express to pass when he had not received notice of tha train being clear from Windsor, Inasmuch, however, as the boy was only on probation, the Bosrd did not feel justified in holding the boy responsible, and places the primary responsibility upon the stationmaster at Prahan for leaving the boy in charge while not competent, The Board also blames the driver and guard pf tpe ordinary train for not taking precautions to protect their train by endeavoring to stop the express, which whs following, The inquest on the bodies of those killed in the Windsor railway accident was resumed to-day, when the jury visited the scene of the disaster. The signal system ou the railways was explained to them;
