THE SITUATION IN EUROPE.
London, Aril 17. It is reported that the Czar was wounded in the arm during the attempt which was made on bis life on March 29th at Gatschina. A conspiracy exists to asßissinate the Prefects and Commanders at Sbumla, Varna, and Sofia, and the Bulgarian War Minister, as a prelude to a rising. April 18. The French Press has resumed a furious onslaught on England. The charges comprise quite a variety of sins against the French nation. The financial condition of Bulgaria is becoming mors critical. An attempt to float a loan on the European markets in order to meet the more pressing engagements has entirely failed, and the Regents are now arranging a mortgage of the Rostchak railway. April 19. A Russian fleet of fifteen men-of-war is preparing for sea.
