The Hod Mr Ballance addressed his constituents at Wanganui on Tuesday night. Important proposalo for civil service retrenchment would be made next session in the way of reducing the number of hands. Increased taxation will be necessary, and there must be a change in the incidence in the way of protecting local industries, whi ib would thus prove a benefit rather than otherwise, The great depreciation in colonial securities was caused not by the seizure of the sinking fund, but by Froude's extraordinary slanders and alaodtrous articles. The colony was perfectly sound, and taxation no more per head than in 1869. As to further borrowing,it was absolutely necessary, and he thought it would be safe to raise three-quarters of a million a year. The country must be settled, and to that end roads and railways were essential. Witb respect to representatioo he would like to tee it on th« automitic principle, and on the pure basis of population, though he thought it probable they would have to concede something to the country districts. He was not favourable to a reduction in the number of members. The Government would, however, leave this question an open one, but would press the bill through. The Expropriation of Private Estateß Bill would be introduced, because large estates must not be allowed to bar settlement. If the colony was not ripe for the ireasure, of course it would have to be abandoned. He considered a healthy stream of immigration essential to the progress of the colony, and that would be realised by a reflux of the immigration tide from Australia, and by the introduction of small farmers and nominated immigrants from the Old CouDtry. He believed it to be the paramount duty j of the state to encourage industries whereover possible. The cause of protection was virtually won, and would be won to-mor-row if tbe fanners were only true to their own Interests. A vote of thanks and confidence was passed unanimously. On Tuesday Colo Del Trimble addressed his constituents at New Plymouth and was accorded a vole of thanks. Mr Ormond addreseed his constituent! |at Napier the same night, and was accorded a vote of thanks and confidence. Mr Lance addressed his constituents at Atnberley on Monday night. He expressed himself averse to the Land Acquisition Bill and to Female Suffrage, but said he would give the Government a general support. He was accorded a vote of thanks and confidence.
