Berlin, Feb. 9. The Pope has issued another despatch to the Roman Catholic electors, again enjoining them to support those candidates who will support the Increase of the Army Bill. Algiers, Feb. 9. Preliminary negotiations between Kramal Pasha, Vizier, and the Bulgarian repicsentatives relating to th* settlement of the Bulgarian difficulty have hitherto been without result, M. Zankoff having insisted on extreme conditions, notably that neither Russian General, Russian Minister of War, nor Russian Ambassador shall partake in the negotiations.
