THE SITUATION IN EUROPE.
Berlin, Feb. 9. The Pope has issued another despatch to the Roman Catholic electors, again enjoining them to support those candidates who will support the Increase of the Army Bill. Algiers, Feb. 9. A number of general officers pi the French army have left this city to take command in France. Several battalions of troops have also been ordered home. London, Feb. 11. The Russian authorities have summoned 100,000 men from the reserves to undergo drill and other exercises. Count Munster, German Ambassador at Paris, has assured M. de Fleurens, Minister of Foreign Affaire, that Germany does not object to the increased army supplies which have just been voted by the French Chamber. M, de Fleurens objected to General Boulanger sending an aide-de-camp on a secret mission to the Russian Minister of War unknown to the other Ministers of the Cabinet, and the two statesmen have had a violent quarrel in consequence. Enormous quantities of wheat are being exported from Odessa, in anticipation of a blockade, Feb. 12. The Spectator asserts that the movements of the Russian navy indicate war with either Germany or England. Hong Kong, Feb. 11. A large Russian naval squadron is now being assembled in Japanese waters. Paris, Feb, 12. The statement that French general officers have been recalled from Algiers is denied. Constantinople, Feb, 12. Preliminary negotiations between Kramal Pasha, Vizier, and the Bulgarian repicsentatives relating to th* settlement of the Bulgarian difficulty have hitherto been without result, M. Zankoff having insisted on extreme conditions, notably that neither Russian General, Russian Minister of War, nor Russian Ambassador shall partake in the negotiations.
