THE SITUATION IN EUROPE.
Paris, Jan. 22. | The Ministry have withdrawn, their amended Budget, and accepted the proposal of the Committee of the Cl-.a'mber thereon, thus averting a'crisis. Jan. 23. The popularity of General Boulanger, Minister of War, is exciting the jealousy and fears of the moderate party in the Cabine.t as well' as in the Press. The Extremist eulogise effusively the patriotism aud vigor which he has displayed, ;; :•;■,; '■ ■■ ■ J 8- 24. In the Chamber of Deputies to-day, M; Freppel' made a statement to the effect that Austria is mobilising. London, Jan. 22. The Budget Committee unanimously adopted.the vote demanded by General Boulanger of 86,000,000 francs (about £3,440,000). The Italian Press consider the attitude of France suspicious. Jan. 24. The Times to-day publishes ,a, paragraph stating that the Russian Government has proposed that the Powers shall instruct their Envoys at Constantinople to negotiate for the settlement of the Bulgarian difficulty while the Bulgarian delegation are in this city. The. Daily News publishes a statement to the effect that the Imperial Government has an apprehension tint war between 1 France and Germany is imminent, and it is reported that Germany will shortly demand from Prance an explanation of her massing treops on the frontier. ! The Austrian Government is preparing for the.mobilisation of the .AusrroHungarian army. Later. The new Cabinet are aware of the imminent risk of immediate wsr, owing to Prince Bismarck's demanding from France the meaning of the military movements .at present going on on the French frontier.: The commanders of the French fortresses have been ordered to be at their posts early in February, England's" treaty" "obligations with Belgium are at present occasioning anxiety. '.,;';,"". Jan. 25. It is officially announced that the statement published by the Daily News that the Imperial Government feared that war between France and Germany is imminent was published without per- ; mission bif the Government, apd is without foundation,' ' , . St. Petersburg, Jan. 22. The Journal de St. Petersbourg publishes an article to-day in which it sta'es that' most of the European Cabinets'Wave'received with favor the efforts'mfide by the Russian Government, to, settle the Bulgarian, question. The first and most essential point in arriving at a settlement will be, it states, to restore a legal Government in that oountry,'then to arrive at in. agreement as to th'e'sncce'fiijorof Prince. Alexander.
