ENGLISH AND FOREIGN. London, Jan. 22. The Marchioness of Queensberry has obtained her divorce. The P, and 0. Company's Nepaul ran into, and sank, tho Chinese transport Whanga'poa. Eight Chinese were drowned. 5 Jan. 23. Mr Chamberlain addressed a meeting at Hawick last night, In his speech he referred to the recent conference of Liberal leaders, and be stated that, grave obstacles to surmount, the conference -had ■ increased the hopes of unity, because all sections of the party showed' a sincere desire for concord. He expressed himseif hopeful that a settlement of the land question in Ireland would be effected by the united action of the Conservative and Liberal Irish parties. He reiterated his plan for autonomy for Ireland, similar to that enjoyed in Canada. Jan. 24. At a number ot churches in London yesterday the Socialists again hissed when the prayers for the Queen were read. The death is announced of Sir Joseph [ Wbitworth in his eighty-third year. i'he s.s. Tongariro, from Wellington (December I,6th), arrived at Plymouth to-day. Her cargo of mutton, was in good condition. The Australian mails per Shannon from Melbourne (December 16th), were delivered to-day. The French Government • has not made any reply to M. Freppel's speech on the New Hebrides question. Monsignore Rsmpolla del Lindaro, Papal Nuncio at Madrid, has been appointed to succeed M, Jacobini as Papal Secretary,not M. Vamtalli, as previously announced. Paris, Jan, 22. The debate on the colonial question took place to-day in the Chamber of Deputies. M. Freppel, in a speech on the occasion, stated that the former mission ot France to unite' the New Hebrides and New Caledonia had been partially resumed, and urged 'that the occupation of the New Hebrides must become permanent, and that the claims of England and Australia to the islands were unwarranted. He advised the Government to appease the fears of the peoplo of Australia that a convict station would be formed at the New Hebrides by giving an absolute promise to the contrary, and counselled tho establishment of a protectorate over the Solomon Group and the whole of the Society Islands. The Right and Centre applauded M. Freppel's speech on the New Hebndeß. . ' The Government propose to tax foreign imports into all French colonies. Aden, Jan. 24. News has been received from Soumanli that the Abyssinian force at« ; tacked and completely routed the Ameer of Harm's troops, snd then occupied the town of Harrar. The Ameer, however, escaped. Washington, Jan. 22. ~-' It is proposed'that in the treaty between the United States and the Hawiian Islands, under the consideration of the tfena'te to-day, a clause shall be added granting the United States the Pearl River, in the Island of Ohua,< as a naval coaling station, The consent of the Hawiian Government to the proposal is considered doubtful, Jan. 24. In the Senate to-day a Bill was passed empowering the President to take measures for the protection of American fisherman. In the debate several speakers made violent attacks on the British Government, and threatened war with England if the seizure of fishing vessels by the Canadian Government were continued. Latest advices from Teetulpa report that little work is being done on the; goldfields. The Sontb Australian wheat crop is not reaching the estimate previously formed, and will not exceed the yield of last year. Brisbane, Jan. 25. The Java Government have passed a law against the enlistment of laborers, virtually stopping the enlistment ot Javanese labor for Queensland.
