GERALDINE TOWN BOARD.
The usual monthly meeting of this Board was held at the Board’s offices on Tuesday evening. Present—Mess-s R. H. Pearpoint (Chairman), Huffey, Farrell, Maslin, Dunlop, and Taylo •, The Clerk to the Board, Mr C, 3. Sho, - ratt, was in attendance. MINUTES. The minutes of the last ordinary and three special meetings were read and confirmed. CORRESPONDENCE. Uutward correspondence was read and approved of, and inward was read r.s follows: — From the Hon. W. Ro'leston re the more equitable adjustment of administering the Licensing Act. From Mr M. Buckley asking for the watertable in front of his section to be cleared out.-—Decided that the work le done at once. From the Treasurer, Welb'ngtnT., nd▼ising the Board that the sum of 15* uad been placed to their account at the Bank. DEPUTATION. A deputation of the unemployed, to the number of ten, then waited on the Board and asked that some mors works might be opened up in Geraldine, as at the present rate of employing men, viz., four a month, »n their turn, some of those needing work would have to wait a long time for employment.—The Chairman said the Board would like to put th«m all on if they had the money to pay them. —The deputation urged that there was plenty of work needed doing in the Town District.—The Chairman said the Board would consider what had been said, and would do the best they could for the unemployed. He thought if the Board put workmen on when the work was not particularly required the other ratepayers would grumble. If the Board bad to carry out works for work sake, of course they would expect to get it done cheaply.—The deputation then thanked the Board an! withdrew.—After the deputation had withdrawn, the Chairman referred to the resolution which had formerly been come to, viz,, to employ four men each month in turn. Four of those who had waited on the Board were now in the Board’s qpiploy. —Mr Taylor said of course the Board would have to study both the ratepayers and the unemployed.—lt was decided to defer the con sideration of the matter until after the tenders had.beon opened. TINDERS. Tenders for lighting the lamps (13 io number) for a period of 12 months were then read as follows : W. Erode, £4 15s per lamp ;L. Nev--port, £6O per annum ; M. Bucidey, £SB per anmm ; H. Herhsh, £45 per annual; P. Billings, £SB 10s. The specifications re the’lighting woie read over by the Board, and generally thought to be too stringent. It was proposed by Mr Dunlop, seconded by Mr Farrell, and carried “That Mr Herlish’s tender bo accepter, and the conditions upon which the lamps are to be lighted read over t( him, i o that he may clearly understand hisnsponsibility, and failing his acceptance that of Mr Buckley to be accepted.” overseer's report. The Overseer’s report was read as fol*’ lows “To the Chairman and Members of the Geraldine Town Board. “Gentlemen,--! have the honor (o report that since the last meeting of the Board, the surface men having peen Increased by the Special Works Co nmittee, the big stones have been broken on ti e Cemetery Road, and the side drains hare been cleaned out in many streets. The roadway near Mr Honey’s private pr>perty has been, raised considerably ovor the first gully from his house and the new formation gravelled, including the junction of High street with Wilscn street, and at the present time three of the four surface men are planting willows in the river-bed near the cemetery corner. I arranged for the delive r y of 20C willow posts, stakes, and cuttings, ,al 20 pir hnndred. Some ordinary and ha hod wire will be necessary, including the staples to protect them. It will he necessary to appoint a rate collector it this meeting in accordance \v : :• the Act. The rate, book has been advertised hs being open for inspection but no objections have been lodged. Tho jroposod estimated expenditure haa been prepared during the month of April and it now lying on the table. The receipts for the month have been ns follow; Asphalt, £22 15* 41; dog fees, £4 Is ; tents £2 10s. The ranger has received the sum of 10s far trespass fees and handed it to me, —1 am, etc,, “ C. B. SfIBRRAXX, “Overseer and Clerk to tho Board.” The Overseer was instructed to get the articles which he explained were necessary, MISCELLANEOUS. The report of the Town Ranger, Mr W. Q. Sherratt, giving the number of cable found wandering and the fines inflicted, was also read and received. On the motion of Mr Maslin, seconded by Mr Taylor, the Clerk was appointed rale collector. The Chairman brought before the. notice of the Board the mud iy state of the I main street during the recent wet weather. Mi Maslin thought a notice should be put up instructing persons driving sheep to go by way of High street instead of by the main street. He had noticed how sheep had lately cut tlie street up.—The Chairman thought the surface men should be employed to scrape the streets, aud to keep a crossing for foot passengers.—M Dunlop did cot believe in scraping.—H*believed shingling would be better. ‘ifc’t"! of the roads, and also at Mr Heney’s. Mr Farrell brought before the Board a complaint from some of the occupiers ■f the Board’s sections at having io lease them. They considered the Board was We i guaranteed if they fenced them. — Vlr Maslin pointed out. that the lease was simp'y to protect the leaseholders, so that in the event of a new Board they would have some protection, which they , would not otherwise have. Mr Farrell, on behalf of Mr Slack, asked to have the barbed wire on a certain portion in the Town Board’s district taken down, as it was dangerous, the road being narrow in that part.—lt was pointed out that the wire was placed there to prevent cattle from rubbing against the posts, and the Board could take no notice of the application. ASPHALT. The question of the proposed asphalting was brought forward. Mr Maaliu thought the Board should most decidedly get the work done. He would be in favor of spending not only the amount of the money raised by rate, but also the subsidy coming to the Board. It would be a great improvement to the town, and also provide work for the unemployed. The Chairman stated that, with the amount, that would bo raised by rats and subsidy, the Board would have about £3OO at its disposal, and with the amount coming to it in June about £6OO. Mr Maslin asked what was the estimated cost of the asphalt 1 He thought if the asphalt were laid down the Board would need to put down kerbing, in order to make a job of it. The Overseer estimated the total legnth to be 58 chains, and the cost about £302 Bs. Mr Maslm thought the Board should decidedly go in for it. Mr Huffey said if the Board did the work he would be in favor of letting the asphalt by day labor and the kerbing by contract. Mr Taylor was in favor of doing the whole by day labor, and appoiming a ganger. He would like to see both sides done. Th© Board should be prepared to spend about £OOO, and have the whole thing done in a proper manner, Mr Maslin moved, Mr Farrell seconded, and it was carried asphalt 4ft wide, with concrete kerbing, be laid from the front of Mr Wood’s shop to the Pleasant Valley corner ; and where there are crossings that asphalt specially prepared with broken meial be laid down, so as to have no break in the asphalt,” The Board though* that Ihose persons who wished to have the whole of the foutpath asphalted in front of their premises should pay the whole of the cost. Mr Huffey thought that when a person had got the kerbing down he should receive the extra strip free of charge. It was decided to carry the whole of the work out by day labur, a ganger to be appointed by the Works' Committee. Mr Maslin asked, on behalf of Mr Kelman, if the Board would form the footpath in front of his property at the corner of the Pleasant Valley road if he gave the laud.—The Board agreed to the proposal, Mr Maslin thought the Board should have some bettor plan for drying tbo shingle than at present.—lt was decided to leave the matter in the Works’ Committee. Upon the motion of Mr Maslin, seconded by Mr Farrell, Messrs Dunlop, Maslin, Huffey and Tayiur were appointed a new Works Committee, The Clerk was, requested to obtain prices for cement and mr, ACCOUNTS. Accounts to the amount of £4(Js 0s 21 wvre passed for payment and the Board then resolved itself into a BOARD OF HEALTH. A list of those persons on whom notices had been served requesting them to have the nuisances on their property ab.ted, was read over. It »as decided te give them one more notice that if the nuisances were not abkted the Board would take steps to have them removed. This being all the business, the Board rose. WORKS COMMITTEE. A special meeting of the Works Cora* mittee was held on Wednesday afternoon at the Board’s office. Present—Messrs Pearpoint (Chairman), Maslin, Dunlop, and Huffey. Mr Sberratt, Clerk, was in attendance. It was resolved that the rate of wages in carrying out the improvements be fnrn 4 J , 'o 5s for the surface -men, and from 9to 12* for horse teams. It aas decided to utilise nil the sniff on the Hides of the roads. The to be 10ft. wide. It was resolved that the Overseer obtain what timber is necessary for kerbing and battening, and he was also authorised to get one doz m picks and shovels. It was reselved that Mr T. Grindall be appointed ganger for the asphalt, and Mr R. Larkin ganger for the Kerbing, etc. It was also resolved that the necessary lime be obtained from Kikahu, it possible.
