MR GLADSTONE’S IRISH PROPOSALS.

London, April 15.

Earl Cooper presided at the late meeting held to consider Mr Gladstone’s Irish proposals. Earl Derby and the Duke of Argyle wrote expressing their concurrence with the motion before the meeting. The Marquis of Hartington denied the competence of the present Parliament to enact a measure which would have the i fleet of bringing about alt the evils of separation without any of its benefits. The Marquis of Salisbury and MrGoschen delivered eloquent orations, and met with a splendid reception. April 16. The Land Purchase Bill was introduced and read for the first time in the House of Commons to-day. The measure provides that the Irish Parliament shall appoint a State adibority which shall purchase lands, paying for them in bonds at par bearing 3 per cent, interest, the total amount issuable being fifty million pounds during three years. The s»le„price.of land is to ba based on twenty years’ purchase, calculated on a judicial rental of the properties during the year 1885. Mansions and demesnes are not to be touched by the Bill. Appropriation is to be compulsory in congested districts and optional elsewhere. April 17. The Press generally condemn Mr Gladstone’s scheme for land purchase in Ireland.
