ENGLISH AND FOREIGN. London, April 15. Sir Wm. Vernon Harcourt, Chancellor of the Exchequer, made bis Budget Statement in the House of Commons t«-night. The revenue for the financial year just closed amounts to £89,500,000, and expenditure for the same period to £92,000,000, or £2,750,000 more than the revenue. The revenue for the ensuing financial year is estimated at £90,500,000, and expenditure at £89,875,000. The revenue from customs and excise on alcoholic beverages for the twelve months was £1,000,000 below the estimate. It is proposed to meet the deficiency by taking £BOO,OOO from the sinking fund. No increase of taxation is contemplated. The Crown Prince of Germany is suffering from an attack of measles. The death is announced of H. P. Hughes, of the firm of Hughes and Sons, woolbrokers, April 17. The Greek Government bare formulated a demand for the execution by ths Great Powers of the provisions of (he Treaty of Berlin. The Directors of the Orient Company have declared a dividend for the past half year at the rate of 5 per cent, per annum, and carry forward and place to the reserve £12,000.

Melbourne, April 16. It is understood that Mr John Douglas, Commissioner for New Guinea f has submitted a counter memorandum regarding the best mode of administering that territory, and that the rations colonial Governments are in consultation on the subject. Mr Douglas has left Melboarne for Sydney. Mr Hayter, Government Statist, in bis agricultural statistics of the colony of Victoria for the past season gives the wheat yield as averaging 8.99 bushels to the acre. Ibe New Zealand Loan and Mercantile Agency Company, in their grain circular just issued, adopt this basis, and estimate that, after allowing for the wants of the colony, 29,000 tons will be available for export. The demand for New South Wales and Queensland, however, completely absorbs any surplus, and hence they anticipate a general rise in prices, April 17.

The Hon, Mr James, Minister of Mines, bos resigned bis portfolio, and it is not considered probable that the vacancy will be filled up. Rear-Admiral Tryon is at present in Melbourne consulting with the authorities on the subject of the defences of the colony. He has been informed that a conference will assemble at Sydney on the 26th April for the consideration of a general scheme of colonial defence.
